One of the focal points of PASIC is capacity building. We try to foster a learning culture within the policy processes in Uganda. This will involve seeking new information to guide policy, bringing evidence to stimulate policy discussion and incorporating evaluations to determine where successes can be scaled up. This way PASIC will ensure the project to be a success in the long run by strengthening the institutions responsible for policy design and implementation.

Research staff from all partners will work together (on-the-job training), thus learning from each other. Where needed local specialists will be assigned to research areas. And PASIC partners will organize trainings on rigorous impact evaluation methods.
